Guatemalan authorities this week ordered the arrest of three Israelis for allegedly running 3,117 AK-47 assault rifles 5 million rounds of 7.62mm ammunition to a group of right-wing Latin American paramilitaries, the United Self-Defense Forces of Colombia (AUC), which the US State Department has branded a terrorist group and says has links to the country’s cocaine barons. Israeli arms dealers and mercenaries have been linked to South American drug cartels and unsavory right-wing regimes in the region since the 1970s, often apparently doing the United States’ dirty work. But the latest arms scandal has a particular resonance given President George W. Bush’s “war on terrorism” and Washington’s support for the Colombian government against leftist terrorists known as the Revolutionary Armed Forces of Colombia (FARC).

in Memphis, the federal government tried a lady named Vernice Kuglin on charges of tax evasion - filing false W-4 forms - and lost. Miss Kuglin is a pilot for Federal Express. Some years ago, she began wondering what law required her to pay income tax. She couldn’t find it in the Internal Revenue Code, so, in 1995, she wrote IRS and asked them to tell her. Our friends at IRS said she had lied, and charged her with six felony counts of tax evasion on $920,000 of income, enough to put Miss Kuglin away for as long as 30 years. She is 58 now, so in effect she faced a life sentence, and could have had to pay $1.5 million in fines. It is important to note that our friends at IRS prepare these cases very carefully. They don’t take one into court unless they know they will win. In a case like this, involving serious money, they do everything they can to incite the jurors’ envy. They constantly refer to the defendant’s "fair share." On August 8, 2003, in Memphis, despite all this, the jury acquitted Miss Kuglin of all charges. They said IRS had not proved the lady was required to pay the tax. After the verdict, frustrated prosecutor Joe Murphy asked the judge to order Miss Kuglin to pay it. The judge replied, "Sir, I don’t work for IRS." By then Murphy may have been too mentally taxed to remember that, after the verdict, there was no legal basis for the judge to issue such an order, even if he does work for IRS.
Shoddy software may cloud Calif. recall vote
As if elections officials in California don't have enough to worry about as they prepare for a bewildering Oct. 7 recall vote, computer scientists say shoddy balloting software could bungle the results and expose the election to fraud. Their worst-case scenario is the accidental deletion or malicious falsification of ballots from the 1.42 million Californians voting electronically -- 9.3 percent of the state's 15.3 million registered voters. The software experts also warn that, if any candidate contests the election, a meaningful recount would prove impossible because four counties -- including two of the largest -- don't provide paper backups. The others still use punch-card machines, optical scanners or other systems that provide physical evidence of votes.

The respected Washington, DC publication The Hill (www.thehill.com/news/012903/hagel.aspx) has confirmed that former conservative radio talk-show host and now Republican U.S. Senator Chuck Hagel was the head of, and continues to own part interest in, the company that owns the company that installed, programmed, and largely ran the voting machines that were used by most of the citizens of Nebraska. Back when Hagel first ran there for the U.S. Senate in 1996, his company's computer-controlled voting machines showed he'd won stunning upsets in both the primaries and the general election. The Washington Post (1/13/1997) said Hagel's "Senate victory against an incumbent Democratic governor was the major Republican upset in the November election." According to Bev Harris of www.blackboxvoting.com, Hagel won virtually every demographic group, including many largely Black communities that had never before voted Republican. Hagel was the first Republican in 24 years to win a Senate seat in Nebraska. Six years later Hagel ran again, this time against Democrat Charlie Matulka in 2002, and won in a landslide. As his hagel.senate.gov website says, Hagel "was re-elected to his second term in the United States Senate on November 5, 2002 with 83% of the vote. That represents the biggest political victory in the history of Nebraska." What Hagel's website fails to disclose is that about 80 percent of those votes were counted by computer-controlled voting machines put in place by the company affiliated with Hagel. Governor Howard Dean of Vermont, who is seeking the Democratic presidential nomination in 2004 as a fiscal conservative and social liberal, is making a concerted effort to develop a national Jewish constituency for his candidacy. In a wide-ranging telephone interview with the Forward, Dean, a physician, reflected at length on his "internationalist" foreign policy, his attachment to Judaism through his wife, who is Jewish, and on how having a Jewish family has informed his views on Israel. Dean spoke with the Forward shortly after naming Steven Grossman, a former head of the American Israel Public Affairs Committee and ex-chairman of the Democratic National Committee, to a top campaign fundraising post.
